General Information on IRBM e-Invoice

In compliance with the Inland Revenue Board of Malaysia (IRBM) e-Invoice initiative, CelcomDigi will begin implementing e-Invoices on 1 July 2025.
Here’s what you need to know about e-Invoices:
1. What is an e-Invoice?
e-Invoicing is a digital solution that allows businesses to send requisite data electronically to the Inland Revenue Board of Malaysia (IRBM). This is in line with the Government's focus to strengthen the digital services infrastructure and digitalize the tax administration. It is applicable to all persons undertaking commercial activities in Malaysia, including businesses engaged in the provision of goods and services.

2. When will I start receiving an e-Invoice from CelcomDigi?
For our mass consumers, you can start requesting e-Invoices from our e-Invoice portal on 1 July 2025.
3. Do I need the e-Invoice?
You may need an e-Invoice for two reasons:
- Personal tax relief (Form B/BE): IRBM has not mandated the use of e-Invoice for tax claims and deductions. Until the legislation is amended, you can continue to claim tax deductions using existing bills.
- Company claims: Different companies may have their own policies requiring you to provide an e-Invoice as a supporting document.
4. What if I need an e-Invoice now?
The government has not implemented the need to have e-Invoice as supporting document for tax deduction. All taxpayers can continue to claim tax deductions or personal tax relief using existing documentation (normal bill, receipt, or invoice) until such time the legislation has been amended.

5. What are the differences between e-Invoices and CelcomDigi e-Bills or paper bills?
e-Invoice requires verification from IRBM via a QR code inserted on the e-Invoice shared with customers.
CelcomDigi e-Bills or paper bills are the existing monthly bills that you receive for your postpaid or fibre subscription. The bill displays your CelcomDigi account details, subscription or value-added services, duration of charges, discounts, and the total amount of your service.
6. Will e-Invoice replace CelcomDigi monthly bills?
The introduction of e-Invoice does not affect the current billing process. You will continue to receive a copy of your regular bills and make payments on your existing bills as usual.
In addition to the existing bill, you will receive an e-Invoice document featuring IRBM’s QR code. This means you will receive two documents: your usual bill and the new e-Invoice.
